The General Council has a chairperson and 20 other actual members. Each actual member has a deputy member.

The General Council is the Union’s supreme decision-making authority between Congresses. Each local trade union branch and its members can make proposals to the General Council.

The General Council convenes in a statutory meeting twice a year, in the spring and autumn. The General Council can also be convened at other times if necessary.
